Fan In Front of radiater

My 1999 Dodge Intrepid gets a little hot in hot weather and going up hills, I see that one of the fans in front of the radiater is not working, How would I fix this problem?

There should be a thermostat and probably a relay to turn it on when required. Start with the relay, it's the cheapest and easiest. Also, chech the fuses if you haven't already.

Which fan are we talking about? The fan for the radiator or the fan on the condenser.
