1997 Dodge Intrepid cooling fan

I have a 97 dodge intrepid with approx. My raditor fan is not coming on and is causing the car to overheat and antifreeze is coming out of the overflow resevior. I ck'ed the fuse for the fan and it was fine. What could be wrong?

Eiher the fan control relay or the cooling fan itself is bad. You need to check the fan for power and ground. Also turn the fan and see if its seized

I don't know how to ck the relay there is a high and a low and how can you ck them. How do you ck the power and ground
