2003 Dodge Intrepid pull out chip kill switch

I bought the car wheb it was 2 years old, it did not come with the chip key. It has always started fine, but now everything comes on, but starter won't turn. Sarter works when jumped from battery, satrter relay is fine. I have heard from multiple sources that these pull-outs were a failure, not used anymore.

What is the proper procedure to disconnect and remove the pull-out kill switch system?

There is no pull out kill that is shown in the factory wiring or comonents of the key imobilizer system. The chip is in the head of the key as it say's and the pcm and skim and bcm work together as the security system and key code reader. So with that there is nothing I can see that can just be removed to do this.
Here is what I can find the fuses that work the system are 14, 18, 7, 19. Then the PCM and Key Immobilzer system(in column) control it with the help of the BCM (body control module). Now fuse 19 sends that power to the ignition switch. I hope this will help get back to me if there is anything more.
