Whenever I turn on my car, it sounds like a RC car. Its high pitched whailing whining noise that is proportional to the throttle. Water pump maybe? How can I tell? Also, whenever I drive over bump, pot holes are any uneven terrain, the back axle(shocks maybe)make an irritating sqweeking noise. The rear shocks are brand new, but its sounds like the noise is coming from them. Please help.

Could be your water pump, but before I tear up the front of the engine, check all of your pulleys. There are a few of them: alternator, A/C, crankshaft, water pump, power steering, and idler. I believe one of the is going bad.
