1998 Dodge Intrepid heater and air conditioning

The fan switch works on high but no other speed. Can it be the heater relay?
I know where it is on the GMC and the Fords BUT where is it on the Chryslers. Does the entire dash have to be removed to access it? Does the heater assembly need to come out?

You probably have a bad blower motor resistor.

The diagram shows how the resistor is responsible for changing the blower speeds by changing the resistance.
