1994 Dodge Intrepid RPM vs MPH

I am guessing at the mileage because I just bought this car used. I was told that it had a new transmission when I bought it. When the car idles, the RPM is where it should be but when I drive it the RPM is too high for the MPH. For example, I'm going 30 and the RMP is at 3. It also makes a whining noise like it has a race engine in it. Any ideas as to the possible problem/solutions.

Do you feel it shifting? Sounds like it's stuck in second gear. That's "limp-in" mode that allows you to drive it slowly to the repair shop. It should never be driven at high speed like that.

The Check Engine light should be on too telling you there's a problem. That also means a diagnostic fault code has been memorized in the engine computer or the transmission computer memory. Those codes will lead your mechanic to the circuit or system with the problem, not the specific part.
