What exactly is a PCV Valve and what is its function and where is it located and can I change it myself?

PCV stands for Positive Crankcase Ventilation. The PCV valve (along with the Breather Element) recirculates unburned gases back into the engine to be reburned, cutting air pollution. A plugged PCV can cause rough engine idle and many other problems, including engine damage. PCV valve is normally attached to manifold. Removal and installation is fairly simple but I do not know your experience level so it is hard for me to answer the last question you have.
