1999 Dodge Dakota cruise control

With cruise control operating, the RPM intermittently surges (100-200 RPM). The surge is brief, RPM returns to normal almost instantly but it happens frequently and consistently. Almost as if it's trying to compensate for an incline in the highway.
This surging only occurs when cruise is engaged and it happens even when overdrive has been manually turned off. Vacuum lines leading to the cruise mechanism have no apparent leaks.

I have the very same problem with my 99 Dakota, 4x4 v8. I thought it was a transmission issue until I determined that it only occurs when the crusie is on.
I sure hope someone can diagnose this problem.
