1999 Dodge Dakota can not get air to come out the vents

1999 Dodge Dakota 6 cyl Two Wheel Drive Automatic

i checked for a vacum leak I did not find one. I put my hand up in there and the vacume switch moves to various positions when I turn the selector switch. I did find a 2 inch hose for the side defrost was off but I can not get it back on, is there a hose that goes to the vent back under there also that could be off, I do not see how to get the dash out to get back in there, I have the face off but I cant get the top off, I thought I have all the screws out but it will not move around at the emergancy brake release. Is there a free assembly schematic diagram for the dash for a 1999 dodge dakota anywere?

Are you sure the actuator is attached to the vent door? I have seen where the linkage has come apart.

Here are pictures of the items that you are working on, but I could not find a picture of the dash itself. You will need to blow them up.
