1992 Dodge Dakota Truck wont start only in the Morning

When I try to start my truck to go to work in the morning, I have to turn my ignition key on and wait for a ticking sound coming from my fuse box on my drivers side fire wall. When the ticking starts the "Check Engine" light starts off blinking dimm then it gets brighter after about 2 minutes of ticking the " Check Engine" light goes off then the truck will start. The rest of the day I have no problem starting the truck, unless its been parked for more than 3 to 4 hours, then I have to do the same thing all over again.

One morning I found where the ticking was coming from (fuse box) Specifically the auto ignition shut off fuse. I pulled the fuse and the ticking stops. I then put the fuse back in and the ticking started again.
