I have a 92 dakota with a 318 engine. When its above 45 degrees it starts just fine but when its below freezing you have to cycle the key on and it will sit most times for 5- 10 minutes. While sitting the relay box under the hood will start clicking at the asd and fuel pump relays. When the clicking stops the fuel pump turns on and the truck will start. I have tried everything I can think of, hopefully someone knows what I dont.
