1991 Dodge Dakota pedal

I just replaced my rear brake shoes and hardware I replaced my pads and rotors up front just 3000 miles ago. My problem is I have no decent pedal the MC resevoir was a little lower than normal so after completion of installation I topped it off and worked the pedal for a while I got a little more pedal but not enough. I also did not notice any fluid inside the wheel cylinder boots? Do I need a MasterCylinder ?

Did you properly adjust the rear brakes? Also, when you depressed the caliper pistons, did you break the bleeder open or force the old brake fluid back to the master cylender?
