1993 Dodge Colt won't start

i try changing the starter, check the fuses, wires. I just don't know what it can be. Need help. Last I drove it, was on a rainy day. I drove a road pretty fast and water must the splash in under the engine. Since then it won't start. When I turn the key it seem like the starter is dead. But I try that already. Need help.
