2003 Dodge Caravan Transmission problem

My car was ok till I had a transmission service done. Transmission will not downshift well at 48 km/h (holds-back).

Hi:

Did you check to make sure the transmission fluid is full? If not, check it with the engine hot and running.

My 2003 dodge caravan started doing this yesterday, I made sure that the fluid was full while the engine was hot and running and still nothing. It wont downshift while it's running.
