2003 Dodge Caravan Front door Driver Side panel removal

Window intermitently will not go up or just partialy. Switch tests ok.
Manual states; remove door panel screws (3), push up the panel and pull away.
Have removed the 3 screws. Attempted to push the panel up but, it will not budge. How do I remove the door panel?

Besides the screws there are pop in clips that are holding it on around the edge. Start at the bottom and pull out, once one pops, you can look to see where the next one is to pop it out.
