Noise when I turn the wheel. Clockspring?

When I turn the steering wheel either way left or right it sounds as it a rubber band is stretching what could this be?

Here is the information you requested. Yes, It sounds like you might be hearing noise from the clock spring ribbon underneath the steering wheel in the steering column. Here is a tutorial showing what is involved for replacement:
