2001 Dodge Caravan car will not start. Code reads 1694

I have a 2001 Dodge Caravan, when I go to start it, all the lights come on, so its not the battery, it will not turn over though. Then on my odemeter, a code comes across that reads 1694 then says done, Please tell me what this is?

That is an interesting one. The code PO1694 is
Turbo Charge Relief Circuit Malfunction. Does the starter do anything?

No the starter doesn't do anything. What is a turbo charge relief malfunction?Is it expensive to fix?How much are the parts?

The code makes no sense for your vehicle because you don't have one. If the starter isn't working, I need you to check something. Have a helper turn the key to the start position while you check the smaller wire on the starter for power. You should get 12+ volts.

Do that and let me know what you find.
