1999 Dodge Caravan Horn and airbag light

I really hope u can help me. I have gone to 2 auto parts stores and they couldnt. On my caravan the horn does not work but does make a clicking noise down at the fuse box when u push on the horn. Could it be the relay has gone bad or the horn. I did check the fuse and it is good. Also the airbag light stays on I and cant figure out why. The vehicle has never been in a wreck so I think it might be electrical. Hope u can help me and thank u for your time.

If you here clicking then I would say its the horn
it need to be replaced
and for the air bag light on check the clock spring
and if its the clock spring give your local dealer a call make sure you have the vin # ready as it may be covered under a recall
