1998 Dodge Caravan Service engine soon code 403

I recently replaced my alternator and had previously replaced the EGR valve. Then it began a loud whine, leaking some type of fluid and transmission failed causing me to have it towed. Transmission was rebuilt by a trusted mechanic but the "Service engine soon" light now is on and I can't get it to go out using my OBD scantool. I think the loud whine is an idler pully bearing, I am losing power stearing fluid too though. The code 403 shows up when I check the OBD II but I am not sure where to start looking for proglems now.

403 is for EGR Solenoid circuit. It does not necessarily mean the EGR valve, rather the its circuit to the PCM.
