1998 Dodge Caravan Rear Passenger tire is frozen and won't

My rear passenger side tire will not turn. It did this a couple times after sitting in the yard for a day or two without being driven but if put in reverse and then forward it would unstick and be fine. Now it is stuck and won't turn at all. What can I do to fix the problem.

Malfunctioning wheel cylinder. Need to get to the brake system, remove the drum, remove the brake shoe and spring. Replace the wheel cylinder with a new one. Bleed your brake, and reinstall all parts that were removed.
