1998 Dodge Caravan Airbag indicator always on

Is the AIRBAG indicator on my dashboard display meant to be ON all the time? And why are the lights on the AC control panel (buttons) blinking? Thanks!

Airbag light on indicate a trouble in the system
and need to have it checked for codes
most common problem is the clock spring

flashing light is an indication that
HVAC system fail cool down test
check and make sure the AC and heat is working and perform the test again
