1997 Dodge Caravan No Response

We thought the starter was going, but it still crunk up. However today, after doing fine all along, I turned it off and tried to turn it back on. Now NOTHING works; no lights, no horn, the doors won't even lock! When I try to crank it, the key moves but there is no response at all. When I try to turn on the lights or honk the horn, I get a clicking sound from under the dash, near the break pedal. Did the starter finally quit, or is it something more? I dnt think the starter would kill the lights and horn and stuff. Maybe a fuse?

Start by checking the battery and , battery terminals
try and getting a jump and if start check charging system and alternator
