1997 Dodge Caravan fans not working

Read 11.64 V. At pig tail harness to cooling fans - and replaced whole assy. Unit. Fans work on bench test.? Hours spent ! Still dont work ?
Can jump both fan assy's. And they work fine?
What is going on ?

Turn AC on does the fan come on
check coolant fan switch
will not suspect fan relay module at the front left of frame support
