I have been having the following problems; 1st the after market radio I have was sounding bad so I unhooked it and pulled it out. (Still has factory harness) I started noticing the following problems starting, (1) the lock switches will only work it the ignition is in the run position. (2) The interior lights will now only work with the igntion in the run position. I went to install the new radion and there is no power from the switchable 12V lead so the radion does not come on at all. I have checked all the fuses and have not modified any of the stock wiring.

There is a fuse that is used for radio power and the body computer located in the under hood power center, fuse 10 a 10 amp fuse. You may have just tested the interior fuses. They made the fusible links into a sophisticated yet easier to service whole van power source. It has a black lid explaining each fuse and relay.
There is a section explaining this here.
