1991 Dodge Caravan winshield wiper arms

I am having trouble removing the wiper arms. Does the cover at the base of the arm come off, How? There is a retaining clip underneath, does this have to be removed to lift the cover or remove the arm itself? Does the retainer clip come completely off or just slide forward until it stops?I am guessing that once the cover is off there is a nut holding the whole thing on right? Thanks, Rich/Tulsa

Two kinds:
one has a clip, it pulls out slightly after you raise the wiper arm up slightly. That clip pulls out but doesn't come off.
The other has a plastic cover that just lifts off, then loosen the 13mm and pull up on the arm and it should come off its splines. I used to use a battery terminal tool. If you see a clip, it just pulls out easily after lifting the arm around 30 degrees, then allow the arm to drop back down and this keeps the clip from re-locking. It just pulls out and you push the arm back on to install it. Hope this helps slightly.
You may have to install it a couple of times to line it up correctly.
