1989 Dodge Caravan Rad Fan won't come on

Hi, I replaced the Coolant temp sensor, Rad Fan Relay. Radiator, Radiator Cap, Thermostat, Upper hose, New Coolant 50/50 mix, purged it. Temp Gauge goes past 1/2 way but rad fan still will not come on!
I jumped the fan and it works. I'm at the end of my rope!

The electric cooling fan is controlled by the on board computer. If fan tested good and sensors have been replaced along with relay then I would suspect faulty computer

I am suspecting wiring. A test light showed voltage at the gray wire leading into the fan relay so there is power. I undid the green & black wired connection connection directly to the fan but test light did not come on even with the engine running. Would this be because there is no power till temp sensor sends signal, or a fusible link? If fusible link, which one? Orange? Thank you.
