Do I need to clean the new wheel tire before installation

Before an installation of new wheel-tire, which was about one year in storage (without cover) after its manufactured date.
Do I need to clean the inside of the wheel-tire (with air pressure) before the installation?
And more important, if I will install a wheel-tire that has inside foreign objects like sands etc. Could it cause damage to the tire or to the metal wheel?

If there is foreign material in tire by all means clean it out but as far as cleaning wheel/tire is totally up to you.

I refer to a foreign material like sands etc. Inside the tire, not on the tire surface.
Could it cause damage, with time, to the tire or to the metal wheel?

It may not hurt wheel even in time but would tire.
