Feels like a cable is disconnected when I step on the gas

When I step on gas it revs up slow and does not go over 3000 rpm. Feels like a cable is disconnected. A friend looked at it and told me to replace throttle peddle position sensor. So I did and the throttle position censor. Still nothing and now it will not start.

Scan for codes and check fuel pressure it could be either. if you disconnected battery it may have set security system so try a reset. See link for fuel pressure hookup although you may need an adapter auto parts rent it. Also, check for a vacuum leak like a hose off/broken etc.
