Crank pulley gets stuck

My timing belt snapped and water pump seized.I replaced both and car wont start. It sounds like it wants to start then crank pulley wont turn.

You may have bent a valve and this is locking up the engine, can you advise which engine is fitted and then I can tell you if it is an interference engine, these engines will touch valves if the belt brakes.
