Crank no start No spark or injector Pulse?

No spark or injector pulse. No fuel pump prime. Prime relay clicks when key on and pump run relay clicks when cranking. No check engine light when key is on or when cranking. ECM relay has power at terminal 30 and ground at 87 when key is on. Fans cycle even though engine is cold. Are we looking at a bad ECM?

Chances are the ECM is okay, I would use the video below to check the fuses listed in the images below and fi all fuses are okay I would replace the Motronic power relay, these go out and stop suppling power the PCM.

Is that relay in the engine box or under the dash. There are two relays labeled 100 in the engine box. Constant power and ground when key is on. It also has power and ground out. I've swapped the 2 relays. Are these fuses inside or under the hood?
