Cooling fan not working properly

I have a new fan, a new relay in fuse box next to A/C and a new temperature sensor in front of valve cover. (Inline 6) fan will not come on with A/C and when temperature is 210 on the dash gauge. Is their another relay or sensor? If so where, someone said under the headlight on passenger's side. If so how do I access the item? What does it look like?

Good afternoon,

Did you test for power to the fan motors with a voltmeter or test light to be sure the fan is not the issue?

I attached a wiring diagram for you to view. Check both fuses listed for power on both sides to be sure the fuse block is good.
