Cooling fan will not turn off

The cooling fan turns on but does not shut off. Then the wires both of them the positive and negative have live current. What would cause this to happen?

Just to clarify what is happening, you shut the engine off and the cooling fans do not turn off and you checked voltage going to the fans and they have battery voltage?

If this is the case, do they ever shut off or how long have you given them to see if they shut off?

Depending on this info, this could be normal. The PCM will run the fans after the engine shuts off to try and cool the coolant to a lower temperature so that is the engine is restarted it will have the ability to better cool the engine.
