The engine is running hot, the cooling fan is not coming on. What is causing the problem? What do I need to check and how to fix it?

Check all fuses in picture and both relays in under hood fuse box. They are marked on under side of the cover.

The Fans Are Supposed To Work Whenever The Ignition Switch Is On. They Have Quit Working. We Have Checked The Fuses And They Are All Good.
