Cold Air Conditioning isn't working

My cold air doesn't work. I bought the car used and the owner said something about the cold air not working because of the turbo? I'm highly confused. It's a 1.8T with the stock turbo. I also don't know what kind of gas to put in it and what kind of oil I should use. I'm most worried about the cold air conditioning and why it doesn't work.

Most auto part stores sell freon that is pretty simple to use. Stop by and grab a bottle with the adapter to inject into the system. Once you get it, if you have any questions on how to hook it up just let me know. Almost all of them have the oil included. There is only one kind you can buy now
