What's not working? The blower? Any speed? Use a 10 amp fused jumper wire from the battery to jump the fan motor directly, if it runs, either the resistor, or switch, if it doesnt run the motor itself. Jupm both Pos(=) and Neg(-)!

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
