2000 Chrysler Town and Country Windshield Wipers & fans

My windshiedl Wipers will only run on high. The fans for heat & ac will only run on high. What is the problem?

Hi
Wipers check High/ low relay in Power Distribution center underhood.
Blower find blower motor resistor located behind glove box in air plenum just to left of motor, replace.
