My van is unable to start, no cranking at all?

First of all thank you for your time. My van is unable to start, no cranking at all. When I turn the key on, and today with the key off, relay chatter form inside the vehicle and at the pcm are talking to one another. Also the chime is active even without the key inserted in the ignition. When it is acting like this many things happen. The vehicle will not start, the dash lights may or may not come on and, if they do they shut off in the crank position. I noticed driving down the road the other day my mileage odometer, speedometer needle and rpm needle, all of them would flicker. When I turned the radio off the flickering stopped. So when I was diagnosing the problem today thats where I started, radio circuit to no avail. Also I have no power at all in the vehicle, no windows, headlights, heater, door locks while this relay chattering is happening. I believe it to be a short. And of course the battery is new and fully charged. Oddly enough, it started and ran fine 1 hour before all this happened. Any suggestions would be very appreciated, thank you

Welcome to the forum, pick one system to troubleshoot. The circuit for the power window goes hot when you turn on the key. PTC 8--9 amp, PTC 7-- 9 amp, under left side of dash. If the circuit isn't hot, I'd have to check feed to and from the ignition switch. If you want to look at the starter circuit, we can backtrack that circuit, also.
