1998 Chrysler Sebring starting

We were leaving a restraunt and we lowered the top and windows before we started the car. Now the car won't start and the top won't go back up.
We trided jumping the car off with no effect. The lights will come on and the windows will go up and down, but top won't go up, car won't start and the
raidio won't come on. Any suggiestions?

Make sure the battery has a full charge, the cables are clean and tight on both ends. If the starter refuses to crank, do some testing at the starter relay. Unplug the relay, use a testlite where the relay plugs in. With the key in the crank position two of those terminals should be hot.
