Does it overheat with the AC on at highway speeds? Also, I will assume the fan is working since it was replaced. Did you replace the thermostat?

If the radiator is clean and not partially plugged, my next step would be check engine compression in case there is a head gasket problem, and I would also check the timing. If the belt is worn, it could have an affect on temp.

Your sending this person in the wrong direction. The answer is the cooling fan!!!!! It will no work properly on either high or low speed. My wife has the same car and did the same thing and the shop told her this and that was the problem. I tested the fan, replaced and don't have the problem anymore.
