2001 Chrysler PT Cruiser car overheating-gage goes up when

My car is overheating. Took it to be repaired. The technician said it was not my head gasket, but the fan was not working. There was enough coolant in the car. He said in order to repair he would have to dismantle and go under to repair, and it would be quite and extensive job The cost would be approx $700. Could you give your opinion

Find the thermostat and replace it and see what happens then comeback and we'll go further on it. You can also get it block and pressure tested to find out what's causing it before you pay that amount.
