Internal could be gasket leak or the float system needs adjustment needle valve could be stuck closed

Those particular carbs used to warp and chrysler put out a plate that screwed into the top to make it stay down. The carb probably needs a float adjustment or a new float nowadays due to the alcohol in the gas. It may have eaten the center of the carb float out. If you know how to rebuild a carb fine, if not either get another one orhave a pro look at it.
