2001 Chrysler Neon heat and leak question

My heat is not working and is not blowing anything at all out and this guy I know that checked it thinks it's a short because every time he put a new fuse thing or whatever that little thing is in it burn out and I was wondering where the short would be coming from or why I have a short? And I was also leaking some orangish stuff from my car towards the passenger front side and known of my fluids are orange well the main one's like engine oil, antifreeze and tranny fluid and I don't think any of them are orange so this is kind of weird and I don't seem to be losing antifreeze and my antifreeze is green so what can this be? I'm sure it's coming from my car cause I put new snow and the next day I looked under my car orangish stuff was on the ground again please can you help me much appreciated thanks!

I WOULD CHECK THE BLOWER RESISTOR. BLOWER RESISTOR IM SURE IS BAD AND MIGHT OF TOOK OUT YOUR BLOWER MOTOR, I WOULD REPLACE THE BLOWER RESISTOR FIRST, IM SURE ITS BURNT, IV REPLACE LOTS OF THEM IN THE DEALER. THATS HAS BEEN COMON, YOUR FAN MIGHT WORK THEN, IF IT DOES REPLACE THE BLOWER MOTR TO, I WOULD SAY AS FAR AS ALEAK IS CONSERN, IT MIGHT BE THE WATER PUMP, WICH IS DRIVEN BY THE TIMMING BELT. IV WORK FOR CHRYSLER AND I KNOW WHAT THEY HAD PROBLEMS WITH, THIS WOULD BE A START, ITS WORTH THE SHOT. HAVE FUN.
