1990 Chrysler Le Baron Car will no turn over

I have a 90 LeBaron convertible 2.5 4 cyl. It started fine everyday until it just stopped. I did the usual diagnostics charged the battery, tried jump starting it, cleaned the connections between battery, cables, and the starter connections. Even pulled the starter got it tested and it passed. Then out of curiosity I connected the starter to the battery and laid it where I could see it and turned the key and it worked. The cyliniod function perfectly and the starter motor turned. Then I placed it back in the the engine and tried to start it, but it would not turn over. I just hear a loud click and occasionally a low whine sound but it does not turn over.

Does the eng turn over by hand?
Try turning with screw driver. In the rear of the engine on the trans there is a slot there possibly a rubber plug in it. Stick a large screwdriver in this slot see if you can turn the engine a complete revolution.

If the engine will not turn over this way the engine is seized up.
