1986 Chrysler Le Baron Changeout ECU

I'm buying a 1986 LeBaron and the current owner just today changed out the ECU and now the car won't start. He has no idea what he did wrong. Can you tell me why it won't start with brand new ECU?

Did the vehicle start with the old computer? The new ECU may need to run through a relearn procedure but the vehicle should still start even if this was the case, it would just run poorly.

Here is what happened and YES, the car worked before new ECU install. He put it in new ECU because the DASH board lights were fine on the sides but DIM in the middle. I don't know if the ECU controls that or not.

Which lights? The lights behind the instrument panel where the gauges are? Seems like a bulb may have just burned out which would cause a dimmer lighting in the panel. Could also be ground wire issue. Not sure why he went to the ECU as a fix. Does he have the old computer? Swap it back and see if it fires up then?
