1995 Chrysler Concorde wont start intermitantly

Turn key on, as come on, lights, starter does nothing. Batt is fully charged, starter and solonoid work by jumping direct to battery. Starter relay tests good outside of car. Will start every once in a while. Suspect ingnition swich or its wires. What do you think? Help

Not sure what you mean by "Exhaust come on"? But if you're sure the bat and Starter are good, but you get no power when turning the key, then yes, I'd say your ignition switch is bad.
Also check the fuse first, then the connectors and wires. Then look at the ign switch.
