1994 Chrysler Concorde V12 Two Wheel Drive Automatic

when I set all 3 timing marks to their right place, put on the timing belt and rotate the crank shaft 2 revolutions, the timing marks (on top, both sides) are always 2 notches off to the left. What can I do to solve this?

Sounds like you are not putting the belt on with the slack on the correct side.

But since you know, the cams are off two notches when you do it.
Set the cams two notches the other way before you put the belt on,
then put it back together and try turning it over a few times to see where the marks are.

I had a mazda do this to me once.
