1997 Chrysler Cirrus wont start

the car wouldnt start, only when it was started by being jumped by our truck. And so we replaced the battery and now it wont work. We double checked all of the connections and they are fine. The mechanic we asked about a previous problem as to a very high pitched squealing, when the car is turned on even when the car is not moving. He suggested that the solution was our power steering pump. But now we cant even fix that because the car wont start. There was a clunking sound when we first tried to start it with the new battery. And it doesnt even sound like its turning over.
