To start, this is my 2nd car and I'm quite sure I know how to install an aftermarket deck. On top of that I have helped many friends install their radios with no problem. So, you could understand my worry when I went to install my radio and it didn't work. I got most of the wires hooked up but couldn't find a ground wire. I did research and found out there isn't one and I had to attach it to a screw. I also checked every single fuse in that car a billion times. All are good. So just to recap, I have all fuses working and all radio wires connected to the proper wires coming from the car, and yet my radio still wont work or turn on or anything!

Unplug the connectors. Use jumper wires to connect orange (constant) and red (switched) to battery, and black obviously to ground. Make sure the deck turns on. If it turns on, use multimeter to check power to the connectors.

You did not mention, but Cloud cars (Stratus, Cirrus & Breeze) have to have the antenna plugged in for the radio to work.
