First thing would be to check functionality of the fuel guage! Best way is to put the signal wire from the fuel pump wiring harness on +12v does the tank guage show full if so the harness is good and I would suspect a bad sending unit in the tank. If not I would suspect wiring harness damage, short to groundsomewhere in the line. OR a damaged guage.

For this particular model vehicle: bad fuel sending unit. Dealership may be able to supply you with just the sending unit, but for the age and mileage, I would recommend replacing the fuel pump assembly Carter P74693M $200, and external fuel filter Fram G7760 $15

Still cant rule out the possibility of damaged wiring harness!

Friend had a cirrus, had a bad guage I told him to replace the unit.

Finds out it wasnt that. NEVER again. Since your already down there might as well check the guage.
