2005 Chrysler 300 interior, outside lights dim/flicker

Once I start my vehicle the lighst start flickering, however eventually, the stop flickering and once I start rolling they start flickering again this are all of the lights, the radio still works, however it feels like the entire car is flickering.

I have checked those and had the alternator rebuilt, also checked battery and is ok, now that is cold is realy acting up. How can the voltage regulator be replaced or fixed.

It could be a poor ground. Make sure the battery ground to the engine block is clean and tight. Also, check body ground straps. FInally, if everything looks good, have the alternator checked. The voltage regulator may be going bad.
